Job Description

Coordinates all aspects of emergency management planning and implementation at assigned sites. Manages implementation and maintenance of designated programs. Plans, develops and maintains systems and procedures. Liaison between department and outside communities. Serves as a coach and mentor for other positions in the department. Participates in budgetary process.

Responsibilities:

  • Under the guidance of the Emergency Management Department, develops and maintains the assigned facilities' Emergency Operations Plan, Policies, Procedures and Guidelines, ensuring regulatory and accreditation compliance.
  • Chairs the assigned facilities' Emergency Management Committees.
  • Manages and maintains the Hospital Emergency Response Teams (HERT) through training, coordination, and planning/executing emergency preparedness/response exercises for the facilities.
  • Conducts Emergency Management training and education to all staff and personnel as required/requested.
  • Represents the organization on internal and external Emergency Management related committees and organizations.
  • Acts as an emergency management liaison to align outpatient facility emergency plans with hospital plans.
  • Maintains caches of emergency preparedness equipment and supplies.
  • Researches, analyzes and organizes information for presentations.
  • Develops interdepartmental education programs.
  • Leads records management activities and ensures standards are maintained.
  • Assists department leadership with large or complex projects. Initiates or leads moderately complex projects.
  • Develops, implements, manages and maintains operational systems and activities.
  • Serves as a liaison with all levels of the organization and outside community
  • Serves as a coach and mentor for other positions in the department.
  • Reviews and monitors adherence to Human Resources policies and corporate compliance procedures.
  • Other duties as assigned.

Education:

  • Bachelor's Degree in Emergency Management, Business Administration, Healthcare Administration or related field.

Certifications:

  • ICS (Incident Command System) 100, 200, 300, 400, 700 and 800 required within one year of hire. 
  • Certified Healthcare Emergency Professional (CHEP) and Incident Command System (ICS) Curricula, Train the Trainer required within two years of hire.  Must comply with current conditions of issuing entity.
  • Hospital Emergency Response Team (HERT) instructor through FEMA required within one year of hire.

Complexity of Work:

  • Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.
  • Must be able to work in a stressful environment and take appropriate action.

Work Experience:

  • Minimum two years of experience in a hospital, industry, fire service, military or other related setting involving areas of emergency preparedness planning and management.
  • Knowledge of HICS, NIMS, NDMS and county/regional/state Emergency Operations Plans.
  • Must possess proficiency with basic computer skills (e.g., Microsoft Word, Excel and PowerPoint preferred, emergency notification systems).
  • Excellent oral, written and interpersonal skills required to prepare and analyze reports, interface with employees and provide training and accurate feedback. Strong analytical skills.
  • Previous experience leading teams or managing people preferred.

Physical Requirements:

  • Full range body motion, eye-hand coordination and manual dexterity to perform work on a PC; requires extended sitting; ability to lift materials weighing up to 25 pounds; ability to perform duties while walking, standing, stooping; corrected vision and hearing to normal range.
  • Ability to assist with physical training required for various types of emergency responses and use various levels of personal protective gear including respirators and environmental hazards.  Ability to work with emergency equipment including deployment, recovery and storage. 
  • Ability to be flexible with work schedule to accommodate all hours as needed and travel to multiple locations to participate in hospital and off-site emergency preparedness/response exercises.

  • Follows standard precautions using personal protective equipment as required.
